When your store's code asks for it on the home page, a collection or a product, in the sections you turn on. It doesn't show up on its own.
Whoever accepts and gives permission in their browser. The alert only asks for permission; your other Playbooks send the notices, such as Back-in-Stock Pounce or Price-Drop Pouncer.
